The Summit
of the Amer-icas meeting in Monterrey, Mexico, in January 2004,
showed President Bush to be remarkably out of touch with Latin American
con-cerns, particularly about the persistent poverty affecting the
region. This year, the Bush Administration again faces a wave of
populist, assertive governments in Latin America and a com-plex
set of dynamics it is ill prepared to address or even comprehend.

The Bush Administration’s
budget for fiscal year 2005, presented to Congress in the first
week of February, contains some discouraging news for Latin America.
It scales back Latin America programs, especially social programs
and development aid, in changes made deep in the fine print of the
budget. Perhaps the White House hopes these cuts go unnoticed. Click
