Bush Administration Budget Shortchanges Latin America

The Bush Administration’s budget for fiscal year 2005, presented to Congress in the first week of February, contains some discouraging news for Latin America. It scales back Latin America programs, especially social programs and development aid, in changes made deep in the fine print of the budget. Perhaps the White House hopes these cuts go unnoticed.
