Here is a catalog of how your representative acted on some of the most important initiatives regarding Latin America policy in the past year. If your representative is not listed, they did not act positively on any of these initiatives.
Obey and Ramstad Amendments: Representative Obey sponsored an amendment to the Colombia aid package that would have removed the military aid for the “push into Southern Colombia” and provided more time to debate such aid. Representatives denoted with an “O” voted for the amendment. Representative Ramstad sponsored an amendment that would have struck the entire Colombia aid package from the emergency supplemental bill. Representatives denoted with an “R” voted for the amendment. Neither amendment passed.
Morella Dear Colleague Letter on Guatemala: A dear colleague letter circulated by Representative Morella (R-MD) was sent to Guatemalan President Alfonso Portillo congratulating him on his election to the presidency and encouraging him to strengthen democracy, human rights, and the rule of law in Guatemala.
McGovern Dear Colleague Letter on Salvador: A dear colleague letter circulated by Representative McGovern (D-MA) was sent to Salvadoran President Francisco Flores urging him to move ahead with his commitment to design and implement a national rural development policy for El Salvador.
Moran, Rangel and Sanford Amendments on Cuba: The Moran (R-KS) amendment bans Treasury Department funding for enforcement of US restrictions on the sale of food and medicine to Cuba. It passed 301-116. The Rangel amendment would have prohibited Treasury Department funding to implement the United States economic embargo on Cuba as a whole. It was defeated 174-241. The Sanford amendment prohibits Treasury Department funding for enforcement of US restrictions on travel to Cuba. It passed 232-186. Members who voted for the Moran, Rangel, and Sanford amendments are denoted with “M”, “R”, and “S”, respectively.
Pelosi Dear Colleague Letter on Mexico: A dear colleague letter circulated by Representative Pelosi (D-CA) was sent to Judge Maclovio Murillo Chavez, who ruled on the case of environmentalists Rodolfo Montiel and Teodoro Cabrera. Mr. Montiel and Mr. Cabrera were tortured by Mexican soldiers and forced to sign statements confessing to marijuana cultivation and illegal arms possessions. The dear colleague letter encouraged Judge Chavez to consider evidence that the two men were tortured.
