A note to our readers: You will notice that this year's
Congressional Scorecard is somewhat smaller than in the past. One reason
is that the Senate did not have any recorded votes on issues related to
Latin America. Please note the passage at the end of the scorecard that
describes Senate action on Colombia and Cuba. Another reason is that a
stalled appropriations process failed to bring the Foreign Operations
bill to the floor of either the House or Senate.
Here is a catalog of how your representative acted on
some of the most important initiatives regarding Latin America policy
in the past year. If your representative is not listed, they did
not act positively on any of these initiatives.
About the Initiatives and Votes
McGovern Amendment on Colombia: The McGovern/Skelton
amendment would have taken out language on Colombia in the FY2002 defense
supplemental bill that expanded what US military aid and equipment could
be used for, allowing US aid to fund both counter-drug and counter-terrorism
efforts in Colombia. Prior to the passage of the defense supplemental,
US military aid was restricted to funding counter-drug work in Colombia.
The McGovern/Skelton amendment failed 192-225. Those who supported
the amendment are denoted with an "M".
Cuba Travel/Remittances/Embargo Vote: Several
Cuba-related amendments were offered to the Treasury/Postal Appropriations
bill. Rep. Flake (R-AZ) and a number of colleagues offered an amendment
to ban use of Treasury Department funds for the enforcement of travel
restrictions to Cuba. The Flake amendment passed 262-167. Those who
voted in favor of the Flake amendment are denoted with an "F" Rep.
Porter Goss (R-FL) offered an amendment which would condition Rep. Flake's
travel language on the President certifying that Cuba was not producing
bioweapons. This amendment was offered primarily to subvert the Flake
travel language, and those who voted against it are denoted with a "G".
The Goss amendment failed 182-247. Reps. Flake and Delahunt (D-MA)
offered an amendment to lift the current cap of $1,200/year that Cuban-Americans
may send to their families in Cuba. The Flake/Delahunt amendment on
remittances passed 251-177. Those who voted in favor of the remittances
amendment are denoted with a "R" Rep. Rangel (D-NY) and Serrano's
(D-NY) amendment would have prohibited Treasury Department funding to
implement the United States' economic embargo on Cuba as a whole. It
failed 204-226. Those who voted in favor of the Rangel/Serrano amendment
are denoted with an "E". "NV" signifies the member did not
vote.
Schakowsky Dear Colleague Letter: This letter,
signed by 45 members of Congress, expressed concerns about the State
Department's human rights certification of Colombia. By law, in
order for US military aid to flow to Colombia, the State Department had
to certify that Colombia was complying with a number of conditions, including
working to cut ties with paramilitary groups. The State Department
certified positively despite unanimous agreement among consulted Colombian
and US human rights groups that the Colombian government had failed to
meet any of the conditions. Those who signed the letter are marked
with an "X".
Miller/Evans Labor Letter: This letter, signed
by 49 members of Congress, expressed concern over threats and violence
against trade union members in Colombia. It noted that the vast
majority of murders of trade unionists are committed by extreme-right
paramilitary groups, who continue to enjoy impunity from prosecution.
It urged the State Department to pressure the Colombian government to
sever ties between the armed forces and paramilitary groups, and to use
workers' rights conditions on US-Colombia trade agreements as leverage
to encourage respect for and protection of trade unionists. Those who
signed the letter are marked with an "X".
