U.S. military aid and training programs with Latin America have nearly tripled since the early 1990s. Paint by Numbers, an analysis of U.S. military programs in Latin America, shows that U.S. military assistance to Latin America nearly equals its economic and social assistance. It also reveals that two-thirds of military assistance to Latin America is paid for out of the less transparent Defense Department rather than State Department budget, reducing opportunities for oversight.
