We, the undersigned U.S. civil society organizations, express our grave concern at the violent response by members of the Colombian armed forces and police to peasant protests in Catatumbo, Colombia.
We lament the killings of four civilians, Diomar Humberto Angarita, Hermides Palacios, Leonel Jacome and Edison Franco, allegedly by members of the police and military. We are also concerned that a verification mission that came to monitor the situation came under fire, allegedly by members of the public security forces.
We urge the Colombian government to:
- Effectively investigate these serious incidents in the civilian justice system;
- Respect the rights of peasant communities to exercise their legitimate rights to protest;
- Initiate dialogue with protestors and community members in Catatumbo in order to develop effective responses to legitimate demands; and
- Cease armed actions in Catatumbo that put at risk the lives of civilians.
We urge the U.S. State Department to consider this grave incident as it reviews how the Colombian government has met human rights conditions in U.S. law. We reiterate our conviction that the recent constitutional reforms regarding military jurisdiction are in contradiction to the requirement in these human rights conditions that all grave human rights abuses credibly alleged to be committed by members of the Colombian security forces be effectively investigated and prosecuted in civilian courts.
We express our solidarity with the family members of the four men who have been killed.

Las organizaciones de la sociedad civil de los Estados Unidos, abajo firmantes, manifestamos nuestra profunda preocupación por la respuesta violenta de miembros de las fuerzas armadas y policía colombiana a las protestas campesinas en el Catatumbo, Colombia.
Lamentamos los asesinatos de los cuatro civiles, Diomar Humberto Angarita, Hermides Palacios, Leonel Jacome y Edison Franco, presuntamente por miembros de la policía y militares. También nos preocupa que una misión de verificación encargada de monitorear la situación fuera atacada, presuntamente por miembros de la fuerza pública.
Instamos al gobierno colombiano:
- Investigar efectivamente estos hechos graves en el sistema de justicia ordinaria;
- Respetar los derechos de las comunidades campesinas para ejercer su legítimo derecho a protestar;
- Iniciar diálogo con los manifestantes y miembros de la comunidad en Catatumbo para desarrollar una respuesta eficaz a las demandas legítimas; y
- Cesar acciones armadas en el Catatumbo que ponen en riesgo las vidas de los civiles.
Instamos al Departamento de Estado de los Estados Unidos a considerar este grave incidente al determinar cómo el gobierno colombiano está cumpliendo con los condicionamientos de los derechos humanos vinculados en la legislación de Estados Unidos. Reiteramos nuestra convicción de que las recientes reformas constitucionales referentes a la jurisdicción militar contradicen los condicionamientos, cuales estipulan que todas presuntas violaciones de derechos humanos cometidas por miembros de la fuerza pública deben ser investigadas y juzgadas en tribunales de la justicia ordinaria.
Expresamos nuestra solidaridad con los familiares de los cuatro hombres que han sido asesinados.
