Dear Secretary General Almagro,
We, the undersigned organizations, strongly commend and thank you for calling for new elections in Honduras in order to ensure legitimacy and promote democratic reconciliation.
The Electoral Observation Mission in Honduras of the Organization of American States (EOM OAS) decisively documented irregularities during and after the elections of November 26 that reveal a tainted electoral process including deliberate tampering of the ballot counting system and intentionally erasing digital traces. The lack of legitimacy in the conduct of the election, coming after a highly controversial court decision reversing past constitutional rulings to permit President Juan Orlando Hernández Alvarado to run for re-election, will compromise Honduras’s future governability and the rule of law. The way forward, as you have indicated, is for new, clean elections with the active participation of international observers throughout the country and with access to all computer operations of the Supreme Electoral Council (TSE).
We also call on the OAS and the member states to urge the Honduran government and all branches of the security forces to fully respect the Honduran people’s right to peaceful protest and freedom of expression and assembly. To date, 22 people have been killed, over 800 detained and scores injured, the vast majority by the Military Police of Public Order and other Honduran military and police forces. This repression needs to end now.
The technical findings of the OAS mission demonstrate the OAS’ critical role in support of the Inter-American Charter. We hope that the OAS, under your leadership, will lead a national dialogue enabling those new elections, oversee their conduct and help develop a process of national reconciliation in their aftermath. Please count on us for support in this endeavor.

Las organizaciones abajo firmantes lo elogiamos y agradecemos encarecidamente por convocar a nuevas elecciones en Honduras para garantizar la legitimidad y promover la reconciliación democrática.
La Misión de Observadores Electorales de la Organización de Estados Americanos (MOE OEA) documentó de manera decisiva irregularidades durante y después de las elecciones del 26 de noviembre que revelan un proceso electoral contaminado que incluye la alteración deliberada del sistema de escrutinio y el borrado intencional de rastros digitales. La falta de legitimidad en la conducción de las elecciones, que se produce después de una decisión judicial muy controvertida que revoca las sentencias constitucionales pasadas para permitir que el presidente Juan Orlando Hernández Alvarado se postule para la reelección, comprometerá la gobernabilidad futura de Honduras y el Estado de derecho. El camino a seguir, como Ud. ha indicado, es mediante elecciones nuevas y limpias con la participación activa de observadores internacionales en todo el país y con acceso a todas las operaciones informáticas del Tribunal Supremo Electoral (TSE).
También hacemos un llamado a la OEA y a los Estados Miembros para instar al gobierno hondureño y a todas las ramas de las fuerzas de seguridad a que respeten plenamente el derecho del pueblo hondureño a la protesta pacífica y la libertad de expresión y reunión. Hasta la fecha, 22 personas han sido asesinadas, más de 800 detenidas y decenas de heridos, la gran mayoría a manos de la Policía Militar de Orden Público y otras fuerzas militares y policiales hondureños. Esta represión debe terminar ahora.
Los hallazgos técnicos de la misión de la OEA demuestran el papel crítico de la OEA en apoyo de la Carta Interamericana. Esperamos que la OEA, bajo su liderazgo, facilite diálogo nacional que haga posible las nuevas elecciones, supervise su gestión y ayude a desarrollar un proceso de reconciliación nacional en posteridad. Por favor cuente con nuestro apoyo en este esfuerzo.
