Toolkit: Solidarity with Victims of ELS State of Exception

Last month, El Salvador’s legislature voted—without debate—to extend pre-trial detention for up to two more years for the nearly 90,000 people jailed since the State of Exception began in 2022. This means tens of thousands could face five years in inhumane prison conditions without even a preliminary hearing.

The Bukele regime is now escalating surveillance, intimidation, and defamation campaigns against organized families of those arbitrarily arrested. This follows the same pattern used against attorneys and human rights defenders who have exposed prison torture and challenged the regime’s abuses.

We must speak out for the regime’s victims. Join us in denouncing mass incarceration without trial and showing solidarity with the Movement of Victims of the Regime (MOVIR) and others courageously demanding justice in the streets.
