Encourage accountability and an end to impunity for human rights violations and corruption, with an emphasis on defending human rights defenders and advocating for victims’ rights.
Within this context, we encourage a much stronger focus on addressing human rights violations, strengthening the rule of law, and combating corruption with the U.S.-Mexico bilateral relationship as longer-term investments to respond to ongoing violence and impunity. Evidence demonstrates that the deployment of Mexican soldiers across the country to carry out public security tasks over the past decade has not effectively reduced crime and violence and has resulted in grave human rights violations.
